This huge headline at the top of page A3 of today’s Vancouver Sun is based on one tiny sentence in the whole huge third-of-a-page article written while riding in the back of a taxi driven by an Ethiopian refugee.

In the article, he says this:
I am really scared they might change the immigration policy. One day, I might try to bring somebody over, and it might not be that easy.
Thus that headline.
