How come nobody except me refers to our 100% state-owned CBC as “state-owned?”

“State broadcaster China Central Television says seven of the 29 miners trapped in a flooded Chinese coal mine have been lifted to safety.”
Maybe they think it sounds too communist? Can’t face facts or reality? In denial?
I will bet you a thousand dollars tomorrow in their reporting the state-owned CBC will refer to China Central Television as its “state broadcaster” too. As if there’s an iota of difference.
