Institute calls on federal government to end public funding of daycare propagandists

OTTAWA – The Institute for Canadian Values is calling on the federal government to end direct funding of daycare advocacy groups that engage in lobbying for what it calls “a partisan Liberal policy agenda”.

“Tens of millions of taxpayer dollars have been ploughed into pro-Liberal advocacy organizations every year for years,” said Joseph Ben-Ami, Executive Director of the Institute for Canadian Values. “Many of these groups are little more than partisan lobbyists for Liberal party policy that haven’t created a single daycare space with the huge quantities of money they receive. Continuing to fund them is simply wrong and we’re asking the Prime Minister and his Finance Minister to put a stop to it. That money should go to children, through their parents, instead.”

Ben-Ami singled out the Child Care Advocacy Association of Canada as an example of one such group. In a CP news story on April 20th, Debra Mayer, a spokesperson for the organization, was quoted as denying using federal funds for anything but research.

“It’s subterfuge,” claimed Ben-Ami. “The Child Care Advocacy Association has received millions of dollars over the years for so-called research. Where is all this research, and why would the government pay an ‘advocacy’ group to conduct research in the first place? It’s a con game, and Canadian taxpayers are the victims.

“In fact, the CCAAC conducts little or no real research. According to their own website the group ‘initiates activities and mobilizes public support for a pan-Canadian child care system.’ It also ‘partners in initiatives to raise the public profile of child care as a political issue and to promote broad support for our vision’ for daycare. If that’s not lobbying, what is?”

Another organization identified by Ben-Ami as a taxpayer funded pro-Liberal advocacy group is the Caledon Institute.

“In 2004 the Caledon Institute, a registered charity that ‘seeks to influence public opinion’, received $273,738 in funding from the Liberal government, more than 25 percent of their entire revenue for that year,” explained Ben-Ami. “They also received a ‘partnership’ grant of $700,535 from the left-wing Maytree Foundation, another registered charity which itself received direct funding of $321,332 in 2004 – almost one third of its entire revenue – from the Liberal government.

“The Caledon Institute’s activities can hardly be called impartial. Caledon has clear agenda that its projects are designed to support and promote, a fact that it readily admits. As their website states, they occasionally do contract work for the government ‘on the basis that such work advances Caledon’s research agenda…’

“There are many, many such daycare advocacy groups being funded by taxpayers to advance the policies of the previous government, but that is just the tip of the iceberg. The amount of money the Liberals, when in power, directed toward partisan groups promoting their agenda on many issues is probably in the hundreds of millions of dollars. It’s a scandal at least as big as adscam and deserving of at least as vigorous and decisive a response by the new government.”
