OTTAWA—The days when Canadians could count on hefty new services and programs every year courtesy of federal spending increases will come to an end on Tuesday, Finance Minister Jim Flaherty warns.

Despite Ottawa’s huge cash surpluses, the public will begin to feel the pain as the Conservative government starts reining in largesse in its first budget, he told reporters yesterday.

“One of our major commitments was to restrain the rate of spending growth in government and we intend to keep that commitment.” Asked if Canadians would feel the pain, Flaherty said, “Well, there’s going to be — I mean, pain’s a relative term, I suppose.”
