WMD coming in? Or going out?

At around twenty minutes into the debate, when John Kerry was lamenting over the prospect of a free Iraq where democratic elections will be held and state-sanctioned rapes, murders, mass slaughters, mutilations, stoning of women in soccer stadiums, and torture of children in front of their parents will be a thing of the nightmarish Saddam Hussein past, he gleefully reminded the President of this, in his normal ever-so-optimistic upbeat tone:

“And now we see beheadings. And we’ve got weapons of mass destruction crossing the border every single day. And they’re blowing people up. And we don’t have enough troops there.”

(He forgot to add that Iraqi children now have the hope of growing up in freedom, etc., but whatever).

But wait:  Is he saying that the borders are crappy now and weapons of mass destruction are now leaving the country over the borders?

So… there were WMD there to start with?  According to Sean Penn and him, there weren’t any there—not even a chance of him getting any—not with all those crack U.N. inspectors there.

Or are WMD now coming in from a neighboring country?  And if so, would he be OK with invading them?  Or has been pushing behind the scenes to get a U.N. resolution to sanction that nation?

Just some questions.
