Update: Suggestions that the outage was caused by city or county work crews who snapped a major power line. A Department of Water and Power employee hooked up the cut line to the wrong line, causing a power surge, which then shut down many stations.
Not much hard news at this point, but terrorist threats are made for things like this.
Large portions of L.A. are suffering from the brownout.
