I was reviewing some of the news in pictures yesterday, and came across this one with an odd caption which taken together (A) made me laugh a little and (B) made me think: why don’t they do that here?

June 7: A shirtless Chinese man picks his nose in Beijing, China. China is estimated to be spending about $160 million to clean and modernize Beijing for the Olympics in 14 months. Officials are also conducting an extensive “manners campaign” to make the city more attractive to the 500,000 foreigners expected to visit the capital. Beijing’s 15 million citizens have been urged to stop spitting in public, form neat lines instead of pushing and shoving, and learn English.
