The reason cited by the Prime Minister, Paul (“we lead the world”) Martin and other Liberals for the delay in sending the “DART” emergency team to Asia was that an advance team had to go there first, assess the situation, speak to the people and ascertain their needs, then report back—to get them exactly where they’re needed most and avoid sending them where they’re not urgently needed, etcetera, etcetera.
